Honestly, even taking the Fleet Admiral bounty at face value, it's really low comparatively considering how much of a force he is in command of, he controls five top tiers excluding himself (Kizaru, Ryokugyu, Garp, Fujitora, Sengoku), dozens of Vice Admirals, and hundreds of thousands of fodder yet it's lower than Whitebeard's bounty and slightly higher than Kaido's, both of whom have an army that is significantly weaker than the entire Marines.
Two fighters can be near equals and still end with death. If Dory or Brogy eventually is able to kill the other, it doesn’t make one a tier above another.
Kuzan lost a limb but Sakazuki was stated to be horribly scarred from the fight as well. The two are near equals still. They’re both just far above the other admirals.

Reading comprehension: Garp, the guy himself, was pointing out multiple times that Kuzan was showing weakness through wavering. He was struggling at going all out against Garp for real. Throughout the whole fight and even post Garp got captured, he was still putting respect on his former mentor.
