Old Whitebeard's bounty was probably decreased from Primebeard's initial bounty.

No bounty has ever decreased, Whitebeard was still actively recruiting powerful subordinates (e.g. Ace), still actively running a large empire, still actively defending his empire's borders and still active enough to justify an updated bounty poster close to his time of death since it has his Marineford design on it.

Whitebeard's bounty was lowered because he got sick, passive and weaker. Now look at other Yonko like Shanks, Kaido, Big Mom, Luffy and Teach
