In manga Kuzan says he tried to kill Garp and even with everyone ganging up on him that barely managed. Kuzan doesn't have to go and stop Garp from saving Koby he can just let them walk away however he goes on his own accord to stop them.

During the fight he tries his best to stop Garp and only after the shiryu stab and the punch where he thinks Garp is finished does he show concern.

You are correct that it is Garp confirming his own resolve, but he is also directly calling out Kuzan here. These aren’t mutually exclusive.

The only character we’ve seen get decapitated on panel was Orochi who was scum in zoan foam and trying to kill Hiyori not a character that was just defeated. Not even the most demented in OP villians would do what your suggesting

Pre TS Kuzan could freeze the ocean between two islands instantly (literally dozens if not hundreds of miles) and it was such a deep freeze that it would last for weeks.

There’s no excuse for why he wouldn’t just freeze the ocean around Hachinosu, it would take a millisecond
