All Admirals are given = 3B
But all Yonkou/Warlord title don't have same bounty.

The fact that they have special bounties mean they're considering the threat, not just the rank.

Do people realize Roger , Whitebeard , xebec , yonko has crew , and territories ? Yet oda put Akainu as 5 billion which it surpassed all yonko . Actually 3rd highest bounties.

Cross guild is poor in comparison to World government . So admiral having 3 billion by cross guild is more impressive than WG 3 billion . The same 3 billion luffy beat kaido at wano lose to kizaru who is holding back, mental nerfed , and even give food to luffy .

This is why I used a grade ranking system, where I gave Marco/Kid B, and YC3s B-. Zoro/Sanji are B+. I also placed Luffy/Katakuri in this bracket.

S PK Tier -> Roger/WB/Kaido/Joyboy Luffy

A+ Fleet Admiral level/Yonko level -> ACoC Luffy
A Average Admiral -> Fuji/GB/ACoA Luffy
A- Low Top Tier -> 5th Emperor Luffy/Law/Kid

B+ Katakuri/WCI Luffy/Zoro/Sanji
B Marco/King/Jozu/Queen
B- Jack, Cracker

So yes, they're still High Tiers. It's just Marco/King are at the middle of the High Tier.
