Its confirmed the fight between luffy and kizaru was not serious to begin with. So it cant be compared with the world class fight between Godfy and Kaido.
But Akainu is the only admiral of significant importance powerlevel wise. He has repeatedly proven his lethality. He is a pure form of beast and is beyond any Titles.

ACoC isn't be-all and end-all. It is very useful power-up, but against Kizaru, Luffy is severely lacking in speed. Even Snakeman was getting completely outmatched by Kizaru in that department, base/Gear2&3 Luffy with ACoC would be getting blitzed and unable to do any damage to Kizaru.
