That is the case, no one reached that level beside Roger and Whitebeard and I doubt many people gonna get that bounty.
My bet is Teach,Dragon and Xebec. Shanks most likely reach 4.8-4.9B close to that range but not above.
In the end only PK lvl characters will get 5B range.

There is a reason why Kaido,Big Mom,Shiki and other top tiers wont reach 5B, since they aren´t PK lvl characters.
And Oda said it himself, if Akainu would be a pirate, he would take it within one year, something Linlin,Shanks and Kaido failed over 20years, Linlin and Kaido needed alliance to have a chance, Akainu has himself the potential to became a Pirateking.

The signs are pretty clear.
Only 5B guys are PK lvl.

• Titles like King of the seas, WSP, WSM, PK
• Statements like "he stands above all" "ruled the seas with his haki alone"...
• Skyplit moments
• Haki superiority
• And lastly Personalised Bounties...not CG rank bounty

What Akainu the false PK level has :

• CG rank bounty

While he's confirmed under sickbeard,
FA akainu was placed under Kaido !
No statement from anyone in the story saying Akainu is equal or above any yonko.
No skyplit yet, no CoC even confirmed.

Kuzan new bounty might even reach over 4B(his first bounty) with even would prove even more that Akainu 5B are based and worth it.
Because cG bounty is Akainu source, it doesn´t mean he isn´t worth it.
Kuzan bounty might confirm that Akainu bounty is legit and worth it.
