Shanks copied the technique, not the power. It's not like everyone and their moms from Roger pirates is trying to copy him. Oda probably intended to say among those who tried to copy it, no one but Shanks could copy it, and he did it at a relatively young age. Besides, he may have copied the technique when he was young and started adding CoC to it later on when he awakened it.
I mean that's Mihawk hype indeed, given Shanks' air bars were part of his arsenal when he faced Mihawk and Mihawk considered Shanks a rival in regards to swordsmanship.
What we know for a fact
- is that advanced applications of CoO and CoA can be trained. Everyone possesses those to, some more some less. After that it's a matter of channeling or control.
- is that for CoC, you need to be born with it. It can't be trained or learned. Also it represents the willpower/soul of the individual.
I always got the impression that you need a certain amount of it in order to be able to channel it. Basically like Chakra.
People like Doffy or Chinjao may have a strong willpower but they're clearly not as ambitious as others. Like. Chinjao said, there's plenty CoC users. But Oda added another level to it by kaido's 'only a handful can do this' referring to advanced application.
Ray already won the world with roger which is what shanks trying to do and will obviously fail. So trying to turn this litle shank hype into ray downplay isnt going to work since roger already discovered everything there is to know. The only man who has a king title beside roger the pirate king himself and imu the king of the world.

Why would an etablished swordsman with his own fighting style and with decades of experience like Rayc opy Roger moves though? He was never portrayed as a failed Roger wannabe but his partner lmao
I think @Gol D. Roger interpretation of Shanks being the only one able to replicate the move among all those who tried in Roger Pirates makes more sense than EVERYONE (when we knw there were non-swordsmen in Roger's crew) trying but failling
