The way I see it is

He was chained up six years ago (When Shanks might have defeated him) ---> Almost escaped at some point ---> It took all the giants to prevent him from escaping

If there's only one adam tree and its the tree in Elbaf, then there's quite few theory/confirmation related to Ancient War to plot from this...

Yeah I think people are forgetting a giants sense of time is skewed to hell. 6 years is literally nothing to them.

Likely what happened:
Loki took his fathers fruit and escaped to the sea
The world government gives him a 2.6 billion bounty
Shanks voyages to Elbaf and hears what happens
Shanks eventually tracks down Loki, captures him and brings him to Elbaf
The WG hears about this and Shanks is given the title of emperor for capturing Loki and allying with Elbaf.

So who in the world sold Franky pieces of the wood 2 years ago? Apparently it can't be chopped down, how was it obtained in the first place. Same for Rogers ship years before.
