By balance of probabilities it’s much more likely unless you assume Luffy thinks Kizaru doesn’t warrant it which is unlikely.

I would take anything from outside the manga with a grain of salt except concrete information like weapon's name or birth place. Some materials which are handwritten by Oda are worth considering also like character sheets. In data book red, there is a sheet about a video game character Oda designed and he wrote on it that he was the only one who could rival wb, Roger, garp and Sengoku back in the days

Well WB also had an entire Yonko crew + dozens of allied fleets with him… while Garp brought one ship.

It just shows how strong that crew is too tbh which if you think about the narrative for 30s checks out
