Possible that he has it but I don't think he does.
He tried walking the path of a hakiman but noticed he aint built for it so he chose the path of DF merchant.

The character is too conflicting.

Only way I see him have it is if the theory of him having 3 souls within him is true.
This could explain his cowardly actions, as well as his conqueror like actions - One soul is cowardly, one is a schemer, one is a conqueror
This argument was always cap but I'm flabbergasted people bring this up after yamato big mom and now saturn

I believe he has it but I think he won't use it it a lot compared to a Kaido or Shanks. (bit like BM who was mostly using her homies). Oda seems to want BB to be DF focused

Sure, why not? Seems extremely obvious to me, even if people who read vs battles wiki disagree.
Neither Kizaru or Ryokugyu have the personality.

Ryokugyu sees discrimination as natural and is willing to serve Celestial Dragons purely because of their status.

Apart from the fact that no, we don't know, the Gorosei are willing slaves/servants of Imu just becuase of his status and really think those things.

And then acts of his own free will and agenda feeding the enemy. Can you image a Gorosei doing so against Imu's order? But I mean, Katakuri too, or even a Ray?

Why wouldn't it have been revealed yet? Oda has handed it out like candy since the post-TS and CoC has nowhere near the hype or prestige it once had so hiding it is pointless.

And Blackbeard as a fighter seems much more focused on his two top tier devil fruits rather than advanced haki.

Anybody who thinks BB doesn’t have/will get CoC is capping, like asking if Goofy will become King of the Pirates or nah

The real question is whether Law will get CoC. By all rights he should but he’s already super OP without it, giving it would be absolute overkill
Law could get Conq Haki but I'm pretty sure people get that based off them having a very strong ambition/will, and I'm not too sure if Law has that

I would bet on Law. Always said It. He Is a key character, a D. and a clearly future leading pirate against the WG. He has It.

More so because he has already taken his fruit mastery to the limit. Sure, Oda can always invent more or simply make his techniques stronger, but he has already hinted that haki Is the next Power up.
