Basically if you're a townie with the ability to see a mafia's tracking and watching history simultaneously, you might as well well have their IP address and social security number. In practice, it might not always give you a full solve, but there's a very real chance that it could. There's basically no counterplay either - let's say you're a team mate and you protected said person 3 nights ago. You're fucked. Depending on what said mafia flips, you can see and clear every person they have ever targeted either maliciously or have tried to benefit, and it's really not too hard to piece that together with claims. Oh, and Pot claims this is tied to an execution, so said mafia can die at half votes required normally.
This makes no sense for a town role. Technically he's not always guaranteed to hit scum but if he does it breaks the game wide open. Much more likely he's scum/indi and using it as a bargaining chip. When you're informed, this isn't really that game breaking of an ability. You are punished by lack of info if you use it quickly, and if you use it late you'll get a lot of info but by that point in the game you will have gotten a lot of claims anyway
