Is it stuff like if Mihawk can split the sky?
To answer the question, from my perspective, the qualities of a king are innate to a person. This means it requires a special will and this is something from birth. Though, that may also indicate that it is a dormant ability rather than something spontaneous. This is the long answer. The short answer is I don't think just anyone can get it.

CoC is a proof that one is blessed by heaven/fate/destiny. It's the usual "chosen ones" archetype, a very common trope in media.
In One Piece context, CoC is something that is born with (as said by Garp in Marineford), but not everyone who is born with it can awaken it and use it properly (as said by Ray). In the story, CoC is basically an advantage that someone have over others, and a significant one at that.
Levels :
1. People who are born with it
2. People who awakens it, but can only use it unconsciously
3. People who awakens it, and can use it properly
4. People who awakens it, and can use advanced version

only 5-10% of OP World is pirates lets say at best plus marines another 10% plus freelancers like 1-5%
so out of total population during the real world great pirate era aka 1700= 610,000,000
20% OF 610 M= 122 M. So a total of 122 Conquerors in the verse.
Conqueror's haki does what armament haki, but on steroids.
For example, considering a logia DF:
Armament haki allows you to hit logia's real body, and protect yourself from the effects of the logia DF
Conqueror's haki allows you to turn off the logia DF all together. Though this level of conqueror's haki is something only Shanks and Joyboy have shown so far.
