It's kind of impossible to predict, as we don't even know the villainous faction of the arc. I dont think Loki is going to be the guy to beat here, and even if he is, his followers are a bunch of fodder that got KOd by Shanks.

Now that I come to think about it...
Every normal arc villain had a faction behind him, Loki looks like a lonely guy, no one tried to find the keys for him, kinda sad.

Man with burn scars doesn't seem to be affiliated with any major powers so he might be from the void century like Joyboy and Emet. Hence why nobody knows who the fck he is + given his rumored abilities, he was probably the one that sank Shiki's fleet during the battle against the Roger Pirates at "Edd War", in which case he'll probably be an ally to the SHs and not an Enemy. Could be that his mission is to aid Joyboy's successor and handover the last road poneglyph to him. So arc antagonists will either have to be the Giants or some outside force like the WG/Marines.

Honestly I'd like to see the strength of Elbaf so would be awesome if the SHs fought against the strongest Giants on Elbaf.
