It could be, but the fact is that the entire pirate world is fighting for Joyboys legacy. And we still feel joyboys influence as the ancient weapons were supposedly created for him seeing how Vegapunk said that the ancient weapons were created by Joyboys faction and that oden who knew the truth of the world wanted to have pluton ready for Joyboys return

He’s one of my favorites, but I don’t think beating an admiral is nearly enough to get you on Mt. Rushmore. You have to do something that changes the world in my opinion.
I take your point I’ll add him to my list once we learn more about him, if it’s warranted. The aincent weapons being because of Joyboy doesn’t make since to me. Shirahoshi is a natural phenomenon, what could Joyboy have done to facilitate her existence?

If we’re talking the entire verse then its gotta be the ones who’ve shaped the world into the state it’s in:
Imu - Created the World Government
Joyboy - Created Piracy
Lili - Separated the poneglyphs throughout the world
Roger - Created the Great Pirate Era
Without any of these four the entire world wouldn’t be anything like it is today. Genuinely I’d argue Roger is the least impactful of the four here.

I have Mihawk for making a black blade and being the Worlds Greatest Swordsman. I’m fine with either of them being removed for someone that is more deserving.
I don’t disagree with that list actually I just need the context from the void century. I’d still have EOS BB and EOS Luffy on the list over Roger and Lili
