Someone pointed all those animals that appeared in strong world being present in Elbaf

What would his purpose be in Elbaph tho? Why would he be in Elbaph is a question, he would be a pooree version of Kaido and BM, with no fleet, crew (as far as we know). Was he too defeated by Shanks and was prisoned in the underworld of elbaph? What purpose would he serve now?
