Well he's dealing with Mihawk, Hancock, Weevil, Buggy right now, I'm assuming that's what he meant. Regardless it's never a good idea to head into an unknown territory with 2 Yonkou and their crew. 1 Yonkou and his allies and with planning was a big deal enough. Alabasta is a thing as well.
Marines have never been spread thinner than right now with the timing of the Warlord abolition, they can't afford to send an entire army in Wano (And that's exactly what they'll need to send, damn near the entire Navy). Let's not forget the Warlords were present in the last war, they don't even have those at their disposal, instead they're short exactly because they're giving manpower towards them.
Side note: Was it just me or was the art turned up a notch this chapter? Beautiful chapter to look at imo.

I have to wonder when exactly Roger reached his prime.
We know Roger was executed at age 53, but this God Valley incident should have taken place when he was 39 years old.
So with Garp's help and no Oden, the Roger Pirates defeated the strongest pirate crew of the era 14 years before reaching Laugh Tale.
I'm starting to think Roger's progression was gradual and took a lifetime, he didn't move up very quickly in a few short years like Luffy. That seems fine if you're not using a Devil Fruit to add a creativity-based growth multiplier like Gear 4th or Awakening, all you can do is train your haki and upgrade your weapons.

Well yeah it makes sense that Garp and Roger both developed over time. Plus, their prime years were probably 10-15 years long. This makes defeating Rocks believable and this also compensates for the gap with when Roger became Pirate King

People have different primes. And where is the "three big thunder" coming from?
Garp's prime was when him Shiki, Sengoku, Roger, Whitebeard were dominating the seas. Marineford war was literally a hint at their time being over, with Sengoku and Garp both retiring and taking a back role and Whitebeard dying. Kaido and Big Mom are still running the seas.
