That's not a secondary win condition that's pretty much fine print that reaching equity won't always result in a win. Say there's a town double voter in lylo etc.

"or nothing can prevent it from happening." is just standard boilerplate in my experience. There's almost certainly some roles that fuck with the horcrux/location mechanic, but this isn't proof of anything.

True. It could just be as simple as "if town has 3 players and scum 3, if scum has a doublevoter left end the game rather than let it play out", though.
