Character Discussion Worst handled character in One Piece ?

Smoker and Tashigi are what-ifs of a bygone era in which One Piece only lasted 5 years.
In the current story, they have no role to play--or play successfully.
Sometimes I hope that someday we get the shortened 5 or 8 year long versions Oda originally had planned. A friend told me that he hoped that OPLA or the new OP anime may be the shorter versions that tell the original shorter story with no blatant chosen one, no fate of the world hanging in the balance, no Nika, no Joyboy, and the OP is just a simple but grand treasure that will set you for life and make you the pride and envy of all pirates in the world rather than some weird laugh-inducing and world saving macguffin that may not even be gold, but part of me doubts it, while the other part hopes that his hope comes true.

Of all the hundreds, thousands of characters introduced in One Piece which one would you say has been handled the worst by Oda said character having been written and/or treated the worst in the manga ?
I know @MonsterKaido will agree with me on this: Kaido. Oh, and his crew as a close second.

We could have had a goated villain with a goated crew, but we got a bunch of ugly samurais no one with even an ounce of sense justifiably cared about instead. Lold must have hated FMA, since ain't no way that's equivalent exchange.

LOda's always had a habit of introducing an unnecessary amount of useless background characters, but Lano really took the cake. The only reason they and LOden exist was to eat up precious screentime and take part in a bunch of forgettable merchandising and tourism tie-ins hosted by Toei and Jump's idiotic marketing divisions.

These one arc filler characters are not Oda's biggest fumble, the sh are

My top 3 are
1. Bm- made her a joke basically so the main cast can be introduced to a yonko without getting destroyed. Had a cool df that could be massively op but limited it because she can't be to strong for them to survive, and wanted her character which could have been more of a anti-hero than a villain. This goes triples she's by far the strongest female character in the series and could have given readers a female character to latch on to.

2. Kidd - he had everything going to be like a luffy without plot armor. He could have easily been the vageta of op and had insane potential for the story. But he only gave him a solid df and basically no Haku. The guy is 1 of the few characters that has all 3 but seemingly doesn't even have the basics of any of the 3 down. He was shown to be a intellectual character by having him read and always be up to date on the world as well as seemingly planing his moves but than oda turns and haves him be incredibly stupid. His goal for beating kaido was just having more more metal which is dumb. Then you have him face off with a entire yonko crew when he barely managed to beat bm alone with the help of law who is better than his entire crew combined. He could have been a way better character if oda didn't knee cap him.

3. Currently is ussop even now he got called out by luffy. At this point ussop has faced many danand even risked his life pkenof times. He's on a yonko crew now yet still acts like a coward. It's like oda is specifically just keeping him a coward because he isn't ready to have the crew start accomplishing there dreams. Usdop grew on me over the story but now for his character still be acting the same way despite having over a 1000 chapters to grow and cannonlly 2 years to grew is limiting him now not helping him. He doesn't need to be a brave warrior but at least let him do something without making him a complete coward.
