This is true on one hand, but on the other hand, it could also be seen as the two being introduced as peers together, with Doffy having the slight edge in frozen bounty, suggesting the gap in portrayal to be close. And featwise, we already know the full scale of Doffy's abilities with great versatility and agility, coc, regular armament, but Kuma outhaxes him in devil fruit power, has haki + physical strength big enough to overpower Saturn with more physical / durability / endurance hype(bucaneer race, 2 years timeskip durability / endurance, being the basis of the pacifista project mentioned to the strongest in history of humanity, taking Akainu's meigou that hurt Whitebeard, etc..). So it leaves us in a case where Doffy had slightly higher portrayal but inferior feats and story relevance
Yes, but the comparison was ambiguous(their ways as pirate king / princess, connections, etc). It's similar to how Doffy was also called the most dangerous warlord, but it wasn't power lvl related(we know for a fact Mihawk is stronger), more due to his underground connections, delivery of smiles, partnership with Kaido, etc
So in itself it could be used to give an edge to Doffy but I don't think it alone proves he is surely stronger.
But this is dismissing the fact that Jozu was focused on one of them Crocodile before Doffy caught him by surprised, so essentially being in a situation where Doffy simply took advantage of a 1 on 1 between Jozu and Crocodile to interfere, with Jozu then having to deal with 2 warlords(1 he was focused on and the other catching him by surprise)
Besides, if we're to look at this scene alone, we could say that Crocodile was portrayed below Jozu, and thus either thinking that current Crocodile is still below Jozu or thinking current Crocodile got another retcon, which would then make this comparison worthless
If we're referring to the lazy Moria who got his will broken by Kaido, but I don't see how this comparison helps with Prime Moria
