As much as i want it to just be Shanks, theres just too much that makes sense for it not to be now imo.

Oda has shown this persons face from one side both times, without the scar. Its purposeful.Chapter 1083 and 1121 both show characters that look very similar sillhouettes with cutlasses being held by them, not unlike Shanks. Both Shanks and this person are on 1121's double spread.

Ill still hold out hope, but at this point I doubt it. It made sense before, but to tease the reader a second time here after this sillhouettes and the fact that Shanks just left Elbaf doesnt work imo. Oda aint one for 4-D chess, so tricking the reader on this level doesnt make too much sense to me at this point.

There's a reason why this guy has been shown twice without a scar while Shanks has been shown with this scar from the exact same angle when he met WB. There's a reason why we couldn't make out whether the hooded man in 907 had one arm, a scar and wasn't even called out by his name (which is unheard of since Shanks is a yonko who's always called out by his name). There's a reason why this guy is wearing the same clothes Holy Knights wear. There's no reason why a holy knight would steal a fruit which the WG have been searching for 800 years.

Also, Shanks left Elbaf saying "he stayed there too long" which is clearly meant to have future narrative importance otherwise it wouldn't have been mentioned twice in both Little Garden and a couple chapters ago again in Elbaf when the crew reunited for the first time in Elbaf. He's NOT returning to Elbaf otherwise that whole thing makes zero sense and he's NOT meeting Luffy this soon no matter how much you delusional shameless Shanks hating dogs want it so you can feel his narrative importance is finished and he can be killed to fulfil your disgusting hate filled headcanon. Nah cope about it. He also is clearly with his crew, no reason for him to leave them randomly. Especially after 1126 where his crew eliminated Barto. They're clearly on their way to Zou since it's pretty much confirmed Saul is the man marked by flames so Shanks probably has 3 poneglyphs and he's on his way to get the last one.

So to top it all off:

By the way we know nothing about all of this:
-Why is "Holy Knight Shanks" here?
-Does Shanks know he has this "Twin"?
-Who was the pirate "Holy Knight Shanks" was talking about during the Reverie? Maybe Shanks?And why the Gorosei welcomed him with hesitance if he is on their side?
-Is he evil or not?
