it is funny. a lot of people think he doesn't have it, this is a fundamental misunderstanding of his character. not only does he have it, he's one of the strongest.
It just depends on a characters overall portrayal imo. Just like every power it’s every everything together that matters
Like even “haki men” known for their insane haki aren’t necessarily the strongest pirates of their generation
When it comes to duos yeah I’d give the conqueror the edge tho
