CoC means greater potential, but surely, a non conqueror with maxed out stats and a top tier fruit could defeat some high tier with CoC. But the top dogs who fight for the throne will all have CoC. Blackbeard will obviously also have it. Primebeard had a top tier fruit, top tier Haki and a top tier weapon. Blackbeard can't compensate by just having more fruits. Him surpassing prime Whitebeard will be achieved by him having ACoC + multiple fruits.
