I saw a theory that said Harold was secretly installed by the World Government in order to slowly demilliterize Elbaf and prepare it for annexation.

Yall don't seem to see the similarities to Wano. An isolated country once feared by the world government secretly infiltrated by the very same. And the reason for isolation in the first place was the void century war.
The message being: one can't fight the world government in isolation, an international alliance like in the void century is necessary. Luffy is basically opening up one isolated country after the other, made Wano his territory even, the giant warriors are already in the grand fleet meaning Elbaf will obviously fight on Luffy's side in the final war.

In Wano's case too the culture of war Kaido proposed has made its people way weaker than before, the only Wano that the world governememt can easily defeat is a warring Wano, not a peaceful Wano with people like Oden and 9 yc2
