Character Discussion Who’s a Better Character Luffy or Goku?

If we're talking about pre-TS Luffy or pre-Super Goku, then Goku easily, but pre-Amazon Lily Luffy was still a great character and his character during Water 7 and struggle with Usopp is still amazing.
If we're talking about Super Goku or Post-TS Luffy, then neither, but if I have to pick one, then Luffy but just barely since both have dropped drastically in terms of character and story.

Mmmm? Only time Goku "abandonned" a fight was with Cell and that was because Goku had faith in his son's strenght (and he ended up being right)
Another time he might have "abandonned" was against Fat Buu as it was implied he had a chance of beating him, but that was because his time on earth was limited and he wanted to teach the kids the fusion dance so they can also take care of future threats as it wasn't his role anymore as a dead man. (Which goes against the whole "Goku is a psycho who only cares a bout fighting strong opponents" narrative by the way)

Luffy "reading people character" mostly boil down to him having full faith in his nakama and people that fed him, although there are some cool moments (mainly pre-ts where I had no issue with his character) like with Conis in Skypea.
But where was his character reading when CP9 betrayed Galley La and Pudding betrayed him and Sanji? Let’s be serious , most of the time "getting real" is Lufffy solving the situation by punching or promising to punch the bad guy… which is what any shonen MC does

And Goku taking a backseat sometimes (like during his fight against Vegeta where he spent the second half on the ground while Krillin/Gohan/Yajirobe fought or in the androids arc) makes way him more tolerable as a MC than Luffy that has been hogging the spotlight non-stop for 1100 chapters except for MC self-inserter with power fantasy .
But foremost Goku's character has been consistent through and through, a battle-crazed naive mountain hick that happens to have a good moral compass even if he can make stupid decisions in the heat of the battle, Luffy showed battle lust against Kaido out of nowhere after 25 years of serialization and will yap about being the freest on the sea yet these last arcs showed his destiny was written from the moment the Nika fruit chose him. Making a huge aspect of his character a joke
Motherfucker was literally laughing his ass off while Vegapunk was bleeding out on the ground despite saying nobody should laugh at someone's death when Orochi killed Yasu

Goku's much more interesting. He's just a maniac that loves to fight and get stronger for the sake of knowing how high he can take himself. Very feral.
What makes him interesting is that he's so soft and kind at the same time. Speaks in a backward redneck drawl (in jap dub) in casual settings; but is smart and stoic when fighting/training is involved.

Goku is the OG and grandaddy of all the cool protagonists we see today, it would help Luffy's cause if Oda gradually aged him and developed his personality, right now he's more a goofball than he has ever been. There are definitely moments where his personality and switch up to serious mode really hits home, which is a nice contrast to see.
Nothing character related, but if we're comparing the two series, One Piece has overshadowed Dragonball a long time ago in my opinion.
