Also, that comparison doesn't even work. Kaido dedicated his entire life to helping the world government get their seastone weapons on time. He spent 28 years on wano just making sure the WG never missed a single shipment and personally had the guy who reached laughtale killed for messing with his business. He gave up on his dreams and everything for this. Fujitora helped the revolutionary army while they invaded the WG hq

Luffy and Zoro could sense Loki haki far away even thought he was chained up with seastones who even stop someone from using haki.

There are four options:

1. Only characters with a insane haki can be sensed. A reason why Luffy or Zoro didn't feel Lucci or Kaku since they are not really threats.

However guys like Saturn, Kizaru or Loki pose insane haki, that is a reason why Luffy could sense them. Like why you even need sense CoO for fodder.

2. Pranks and Gunko pose not a great haki threat, a reason why Luffy feelt Loki but not these two, they don't pose the insane haki to been see as threat.

3. Holyknights are like Assassines, can hide their haki, so no one can sense them even with CoO.

4. Oda just doesn't care....

He wants his cake and to eat it too. one throwaway line during Zou suggesting one presence can be concealed but won't expand on it as he he wouldn't be able to make Shiryu a training tool for Zoro's COO if characters being able to conceal their presence is a confirmed ability.

Even then, it's such a very cheap way to nerf abilities like that. Why can't he make it like Shiryu's body is in another dimension while turning "invisible" and that's how CoO users cannot feel his presence at all? It worked with Madara's Limbo.
