We know the CP0 wanted to recruit Big Mom. It was pointed out how Big Mom was not just admiral or fleet admiral in terms of rank but basically the greatest shield the Celestial Dragons could have. And that same Big Mom said Kaido is a monster and a thing no one can take down. So the greatest possible weapon of the Celestial Dragons said Kaido can't be taken down.
The part about the skeletons lying inside the castle seems strange - why did they leave the bodies of the fallen?
This. The vikings who the giants are based off of cremated the dead or sent them away on funeral barges. Leaving these ones here seems like a deliberate dishonouring of them by their people. Maybe for failing to protect the King but that doesn't make sense. They presumably fell trying to protect him. So the act of true warriors. I mean I am sure it will make for a good scene with great atmosphere but their are other ways to achieve that. So why this choice?
Well, if that's the case, it still adds nothing to your point though. The WG canonically tried to recruit Kaido as a kid and tried to capture him multiple times, ending up with Kaido destroying their ships.
They know they had no chance obtaining Kaido, that's why the Celestial Dragons' elite agents (CP0) were seen sucking off Orochi in the shadows, while Orochi was threatening them with Kaido. @The DevilMaster
All they can do is recruit a chained guy who wants revenge on Elbaf and a Yonko. You know, the Yonko who canonically folded Loki.

So Kaido gets captured, and the WG doesn’t offer to make him a Holy Knight,
They never offer Shamrock Jr the Holy Knight position either because they have his superior older brother,
But they offer Woki the Holy Knight position that they have never offered to any other criminal scum in the history of this manga. LOL
It’s over for the Yonko, WOKI is superior to all of them.
