Difference is branch of government.

CP0 is part of the military under Kong so they wouldn’t recruit for the political branch (CD).

That’s also why the world military draft involved affiliate nation militaries.

I think understanding that the government (political branch) and navy/cipher pol (military branch) aren’t fully synchronous clears this up.

It’s like real life militaries and governments are the same thing that’s why so many nations fall to coups

The thing is, Greenbull did get to look impressive versus queen and king before the Shanks incident. And he needed it less because admirals are already established powerhouses. If we didn't think Greenbull was a big deal, then it doesn't hype up Shanks either. But right now we have no idea how strong the Holy Knights are supposed to be. So Gunko has to fold someone before getting folded for it to mean anything.
