Some of the HK should be around the same level or even stronger than Gorosei. Out of prime Garling even without Imu immortality/regen would spank the Gorosei. I think current Prime Figarland HK leader would do the same. Gunko may turn out to be stronger than some of gorosei like saturn/venus/peter

The leaders can be exceptions as they're next in line to become elders but it wouldn't make much sense if normal HKs were stronger than most elders. It's like if you had several tobi roppo that were stronger than Jack or Queen

Nothing can happen until the Straw Hats get involved in the story, it's really annoying but it's what it is in OP.
