The WG was only recruiting Loki into HK because he is a royal, the crown prince of Elbaf, and they can make him King of Elbaf and a CD, and his country a member of the WG if he agrees.

They would never ask other strong people who are not royals to be HKs.

I don't necessarily buy that he had any Intel or anything. He had no one who could read the poneglyphs as far as we know. He talked about it,but made zero progress on it during his entire career. I am willing to consider that he knew about Pluton, but for some reason couldn't use it(he told Yamato there's something special about Wano, but we never find out what that is), but that doesn't change the fact that he had no serious way of defeating the WG. Not selling them seastone would at least show that he's serious about it

Shanks does seem to have agents who feed him intel in reports.
We can see that when Hongo gave Shanks a full document on Kidd's background.

The SHs for sure. Probably Goofy, Zoro, and Nami. These are new villains not old ones like Lucci whose hype had long gone. Oda always hypes new villains by clowning SHs first
