The World Balance only includes the navy and the shichibukai imo because it's obvious the WG uses this balance in order that no pirate is going after the One Piece.

They'd rather let the 3 forces kill each other while they relax in the background and keep ruling the world. So why should they make their hands dirty?

I have quit many manga series before for even less.
OP has me by the balls precisely because of sunk cost (+1100 chapters later) and I loved the pre-timeskip.
What happened to OP in my eyes is like that famous quote : "You either die a hero or live long enough to see yourself become the villain."
