Harold wanted to globalize Elbaph after he turned it into a bunch of pacifist wimps. Globalize as in join the rest of the countries under the World Government. Which means submitting to them and starting to pay tributes like any other country. Maybe even ascend as a Tenryubito like the kings of every other country did when they created it, leaving behind a new king in their place.

Loki saved Elbaph while choosing to stay a villain publicly. That's what I'm going with.
