No one is under Kongs authority. When Kuzan even decides to go on a biking trip the marines call the Gorosei themselves. Kong has zero control over anything the marines do, which is why he hasn´t ordered the marines around in over 1 thousand 100 chapters.

If you remember, the Gorosei figured out Rayleigh was still alive and helping Luffy, but no Holy knights have thought about even trying to face the guy who know all of the celestial dragons secrets and was the right hand man of one of the most important will of D members of all time(who the celestial dragons learn are their enemies as young children). They wouldn´t dare fight a member of the pirate kings crew

But seriously, if HK are the actual villains this arc and Loki is an shp ally,

Then Shamrock about to be above Kaido and the rest of the HK all about to be commander level lol. Like multiple HK would have to be above YC1 level to match Loki, Zolo, Lanji and Dorry Brogy etc.

And Shamrock would be easily above Kaido if he pushes goofy to high diff or above.

That's just insane.
