Basically, it is a way for strong fighters in One Piece to fight without using their devil fruits.

No he was not.

He only used Haki when Queen removed the cuffs.

Luffy never used haki while chained in seastone. Queen took the shackles off and replace them wih a non-seastone collar that would kill him if he tried to escape. That's why he was also able to use his fruit

Zoro said King's jackpot would've killed him if he didn't put his armament on time despite tanking it without damage with haki on.

Which member did he fight in specific? According to Sengoku, Garp and Roger are the ones who stopped the rocks pirate. Not a single member of the Rocks pirate has ever mentioned Garland or anything. Seems like goofy headcanon to me
