It is actually. If the main character can’t do it in the arc when he is learning the relevant skills, then there is no way anyone else is doing it in just a random situation without a Don and some emphasis on the fact they did it.

He literally said I can’t use haki and those are with cuffs. Loki’s whole body is bound in chains. If df users can still use haki while in seastone then seastone wouldn’t be a counter to top-tier df users, they would still be able to fight with acoc and shit.

BM wasn't drained while chained by 100% seastone

Not everyone gonna be so drained to the point they can't use haki.
Loki can clearly use haki : dodges G4 in close range, can predict gunko moves and also his haki/presence can be sensed from afar

First of all, that is how CoO works. No one can tell the future, they just make an educated guess with more or less detail. It may be too difficult for your brain, but the “future” they see with CoO isn’t the real future since it can change 🤡
