I mean possibly. But Luffy beat Kaido in wano. His Elbaf opponent should be a 5 billion tier fighter.

Im doubting if Shamrock can do that as it seems likely to me Oda will make him weaker than Shanks.

Garling on the other hand could definitely be a 5 B tier as he’s an immortal, and Luffy is yet to damage an immortal.
Even characters close to Kaido in strength would be a toss-up.
Luffy lost to Kizaru in my books. Bro didn’t really want to fight and ended up feeding the enemy to help him go against the gorosei.

The term "団長 "in "神の騎士団団長" (the rest just means kami no kishi-dan aka god's knight) can mean "leader", but leader as in commander of an individual unit when used in a military context

meanwhile the term "最高司令官 "in " 神の騎士団 の 最高司令官" explicitly means supreme commander, one of the terms used in japanese for the person at the top of a military, with authority over all units (used for garling in his pre-gorosei appearance in chapter 1086).

(both images taken from japanese-language wikipedia, and while it is wikipedia, these are definitions for highly publicized terms with examples that are pretty easy to verify independently with other japanese-language sources, and these definitions definitely seem to hold up with the other japanese to english dictionaries and resources ive seen online)

At the bare minimum, the title Oda uses for Shamrock as a leader is completely different from the one he uses for Garling, and so that is noteworthy by itself.

Also not hating on the idea of him being the primary leader/supreme commander either, if that's the case it would be cool too, but I did wanna share this information because I think it's important to know. I'm excited to see more of this guy going forward regardless, and hopefully TCB and Viz will make this detail clear too

Honestly feel like Oda just wasn’t paying attention

the silhouette we got of the god knights when Dragon mentioned them clearly seem to show Shamrock at the center.

That, the fact he’s Shanks’s brother, and we’ve seen him at reverie, all lead me to think he’s supreme commander

Garling could probably still the supreme leader of the God Knights, while Pranks is still the 2nd in command.
Still doesn't really matter now, Pranks is still the 2nd strongest among the God Knights (after Garling)
 
No matter how strong these 2 God Knights are , they are outnumbered here by their own so they will most likely dip or summon the other God Knights to balance thing out.

Shamrock said they will make Elbaf submit no matter what so I doubt they will retreat but he also talked about a change of plans and to contact Marijoa so it's likely they will call reinforcement.
I guess the original plan was to have Loki join them and make use of his strenght

Agreed, I think he'll be strong regardless, but if they have a dynamic where the "Supreme Commander"/最高司令官 oversees things from a stationary position (with Garling in mariegeois), and the regular "Commander"/団長 position allows someone to travel more actively, then it would mirror Sabo and Dragon's relationship well. and tie into Ivankov speculating that Sabo is God's Knights #1 target (and Oda conveniently introducing a group of Knights through a monologue from a guy named Dragon, when knights vs dragons is a classic fantasy conflict to begin with)

I have to admit it's also possible that there is a new supreme commander and that it's just not Shamrock, but it's probably the less likely scenario given everything we know

For now they will leave Loki behind and maybe go back to the castle, where summoning circle is & run into Luffy&co.
