Easy, there is absolutely no criteria laid out by Oda that states that Zoro final enemy "has to be pirate king level", this is your own personal opinion projected onto the story. As long as Zoro faces a Gorosei after Mihawk then it'll be obvious that said Gorosei is meant to be overall a more threatening foe to Zoro. If you want to conclude from that-that this Gorosei is "Pirate king level", then that's your choice but in no way shape or form will the fandoms power scaling criteria ever take precedence over the story.
Blackbeard pirates. After Egghead, they got caribou. This is ofc the resolution to a 10 ish year old plotline where he follows the SH around and finds out about the ancient weapons. He knows where Pluton and Posidon are. Also, Blackbeard is the person at fault for Ace's death. This is because he was the one who originally captured and turned in Ace, this is significant because they were on a crew together, to someone like Luffy betraying your comrades is the worst of crimes. Pre time skip literally ends with Blackbeard becoming the first person to ever eat 2 devil fruits, tricking the WB pirates and Marines to fight eachother while he gained in power and position. Since then in the time skip, he has attacked almost everyone Luffy cares about, including the revolutionaries, Boa, Law, Pudding(this one is more so for Sanji, I guess) Koby, Garp, and we may be leading up to Shanks. We know he is of a "special bloodline" and Imu himself cuts up his posters with Luffy. Oda did not by accident give him the most iconic first impression and the name of the worlds most famous pirate.
Shiryu and Kuzan arent strong enough to be Zoro's 2nd last fight and Sanji's last fight? 
And nobody could be better than Zoro's last fight than Mihawk, that is the fight of all fights in this manga. The peak.

I think he clearly means as of now which is true
The WG, so Imu, Gorosei & the Holy Knights
SHs will have to know the truth of the world first before having a full blown war against the WG & to accomplish that they need to get to Laugh Tale. Whoever reaches Laugh Tale & gets their hands on the ONE PIECE will be the Pirate King so SHs v BB Pirates has to happen before that.
Even putting that aside, the WG are much bigger than the BBPs from a scale perspective. From a status perspective, BB Pirates are just mortals whereas Imu & the Celestial Dragons rule over the world with Imu effectively being the King of the World.
Also from an abilities standpoint, the BBP Pirates get merked again. Imu & his executives have got magic circles. Then there is the Gorosei who are immortal & all seem to not only be mythical zoans but also incredibly powerful CoC users.
Lastly there’s the Joyboy v Imu narrative.
Imu & his boys are looking like the clear winners atm.
BB Pirates are obviously going to be monsters but Imu & his boys are going to be above even that.

I don't think that is what oda going for personally
Oda made a distinct point that all of the sh were commanders, as opposed to other yonko crew. So making them fight against a group with different ranks as their final fight goes against that
Which also why the bbp fit, they have shown a very flat hierarchy so far similar to the shs
Infact if I remember correctly the only one that ever show some extended loyalty to teach was Lafitte
