There is a force on Raftel that makes devil fruit users sick, even from a large distance. I think this is due either to the island being made from/an outcropping of pure sea stone, potentially carved into or built on top of, or, it is a remnant of ancient technology that radiates the same effects as sea stone, potentially by burning it or otherwise diffusing it into the air.
It is the only island in the world, therefore, where Imu and the Gorosei cannot go.
That is the reason Roger chose to leave the One Piece there, the reason the prophecy of Nika was written and stored there, and the reason why the World Government works so hard to keep people from reaching it. All the world government, the Navy, their cooperation with the Yonko, the establishment of the Shichibukai, the lack of direct action from the WG against the RA and Yonko, all point to the WG running the entire world in a balance of power to keep it divided and chaotic so that no one individual gains enough power and knowledge to reach Raftel.
Interestingly enough, what this means is that Luffy cannot go there either. Whatever is on Raftel, potentially sea stone that the island is formed from which permeates the atmosphere or radiates, will prevent Luffy from going due to sickness.
So, theory now, Shanks is the one who actually goes to get the treasure first. The narrative seems to confirm this is about to happen.
The government did not mobilize to stop Roger because they knew he was too early. Roger gave the promise of a physical treasure to the world to motivate people to seek it. The government does not send its agents to the island to avoid them learning the truth. Uranus is not powerful enough to destroy the island, either because of the technology present there or because it is made of sea stone.
