Luffy reached this Level thanks to his DF & Haki, not just Haki Alone
There is no such thing as Relevant to the Story, it's just what Oda wants to Draw,
If He wants to make any Character that Strong, it's his choice, i don't make the rules
And Characters don't magically jump Levels every Single Year, you have a Potential, and each Character will reach it at different Rate, after that you stop growing
Shanks was already this Strong eons ago

So far, Mihawk is the only guy Shanks really fought in the sense of honing each other's skills and getting stronger, this is the fight the likes of Whitebeard remember. Shanks vs. Loki was most likely just a bit of a scuffle until Shanks folded and delivered him like a package to Elbaf. This is how it was portrayed. If it was some high to extreme diff fight that shook the sea, people would describe the battle as such and not as a simple "Shanks defeated and delivered him".
Kamusari without acoc maybe, also Oda didn’t really state that he did it young. That could be adult Shanks for all we know and Roger pirates who saw it like Rayleigh (whom Shanks met at one point) were impressed.
Why wouldn’t they be shocked if a 1b new world figure loses an arm in the weakest sea? 1/4 of his current bounty is a gigantic difference.
