Oda LOVES Sci-Fi, especially the mecha genre. Have you seen the earlier concept arts of One Piece? Nami had a mechanical arm and foot whilst carrying an axe. Franky exists because Oda truly wanted to implement at least one of his mecha ideas into his manga.

However, like I said, with this kind of background, it wouldn't wonder me if Oda connects the One Piece world to a few of his earlier ideas for his manga.

But i guess it can be anyone else.

Think about who can explain to Luffy what happened to Shanks as a baby. Only a Roger Pirate could here because of God Valley. On top of this, that Roger Pirate can explain Rocks and God Valley as a whole. Yes, a non-Roger Pirate could do the latter, but definitely not the former.

And Scopper is the only other named Roger pirate in this manga, everyone else is barely known from Databooks.
