Btw Gaban name is mentioned only at SBS iirc and his name was never called out in main story except one time in oden fb(by Roger). Tells you how little Oda cares about it.

Since he's good guy of old era we haven't met in main story that have connection with Roger/Shanks that could help Luffy and co. Oda just used him out of inconveniences.
Apart from this there is no build up for Gaban. It's like Bogard suddenly having importance since he is Garp Right hand man.

Rayleigh was never mentioned prior to Sabaody too… this argument never made any sense to me.

Gaban like Rayleigh before him is the key to the next step in the journey. Rayleigh was needed to coat the ship of the straw hats to get the straw hats to the new world and Gaban is needed to get the straw hats the fourth poneglyph so they can get to Raftel.
