There's really no way to tell how Gaban of all people will be relevant in the future aside from agenda purpose..
Btw Gaban name is mentioned only at SBS iirc and his name was never called out in main story except one time in oden fb(by Roger). Tells you how little Oda cares about it.

Since he's good guy of old era we haven't met in main story that have connection with Roger/Shanks that could help Luffy and co. Oda just used him out of inconveniences.
Apart from this there is no build up for Gaban. It's like Bogard suddenly having importance for the plot since he is Garp Right hand man.
