Greenbull should be involved in Elbaf. Not only is Shamrock alone impossible to carry this arc as antagonist, but it would be weird if GB never gets an arc as antagonist before going down in the next major war.

- Akainu had one arc.
- Aokiji had 3 (including Hachinosu).
- Kizaru had 3.
- Fuji had one and he's a good guy.

Aramaki in Wano wasn't even a real entrance. Film red promotion nonsense. His powers thematically fit Elbaf too.

There's really no way to tell how Gaban of all people will be relevant in the future aside from agenda purpose..
Btw Gaban name is mentioned only at SBS iirc and his name was never called out in main story except one time in oden fb(by Roger). Tells you how little Oda cares about it.

Since he's good guy of old era we haven't met in main story that have connection with Roger/Shanks that could help Luffy and co. Oda just used him out of inconveniences.
Apart from this there is no build up for Gaban. It's like Bogard suddenly having importance for the plot since he is Garp Right hand man.

There's actually more build up to Gaban than to Rayleigh prior his introduction in Sabaody.

-Rayleigh only appeared in 1 Buggy flashback (same as Gaban) before his introduction
-Meanwhile Gaban appeared in Buggy's flashback, in strong world chapter, in Oden's flashback, in cover story AND a mystery figure in Elbaf.

The fact that HK already shown their power and they keep on assaulting a chained harmless Loki, and Loki has yet to show some feats makes you think Loki gonna clapped Shamrock and Gunko later not Luffy doing the job.
Loki the main protagonist while Luffy play the supporting role in Elbaf.
Then will have some arguments between Luffy and Loki, in the end made alliances.
