Thing is, nothing suggests such power levels. In Naruto, we knew early on that there was a monster named Juubi, capable of doing destruction on a global level, and we knew there was a god like figure named Rikudo Sennin who could trap that thing and create the moon. In One Piece, large scale destruction on a global level so far was only achieved through an all out war with everyone participating and using ancient weapons. And even that destruction wasn't as severe to a point civilization couldn't recover.

Now suddenly spawning entities that have planet level attack power or even close to it would be completely off the charts.

Well, I've read mangas like Magi and god tiers suddenly turned into cosmic beings who existed on so many higher planes of existence. Their universe was just chilling in an aquarium pool of that god along with the being which threatened the universe.

So it's not impossible that huge powercreep will happen in One Piece. And I mean, OP world is already so much larger than ours, it was just a matter of time.
