I basically think Shamrock is like Saint Shanks’s equal…I mean when your father scarred prime Whitebeard and became a Gorosei and your brother is arguably the most impressive Yonko…you’d have to truly be some next level failure to not be crazy yourself and that’s not how this guy strikes me.
Yes, it makes sense. Shamrock probably is comparable to Shanks. Especially since he is pretty unique in the regard of having an awakened mythical outsourced to a blade. We know having a zoan also influences the objects you carry (e.g. Nusjuro's blade massively growing in size), so maybe vice versa is also the case, that the blade can transfer the power to Shamrock, so he himself can turn into a human-cerberus hybrid as long as he is in touch with his blade. Having a beast fight alongside you is also a lot more convenient than turning into zoan form yourself.

They're laughing at the story of how he took power. Odas style would be to write Imu that way, we saw this in WCI for example
Notice how this emphasizes how he was hyped up and perceived as a perfect guy who is nothing but a generic badass. The Roger pirates are likely laughing because there's a funny twist to the idea of "the world has been ruled by an evil king who became an immortal demon and wants to kill everyone".

cause the sun in the first world sounds more like thing, then the acting deities like the rest with autonomy
