Nika most likely wants a free-for-all world, where anyone does anything, even criminals, so the entire thing is chaotic and unsafe. If you are strong, it's heaven, but if you are weak or average, it's hell.
At least Imu created the WG, and by extension the Marines, to make order and safety in the world, despite the few hickups of Tenryuubito doing despicable shit sometimes.
