What Vance was quoting from St. Augustine entails something about our obligations to each other that common sense would find clear enough: give to your family, then kin, then country. In that order

Clearly, if he met her, they became friends and then fell in love, at that point she meant much more to him than any random white woman around the city. Besides, there's nothing wrong with a Christian marrying a foreigner, if anything you should have questioned his marriage to a non-Christian and that would have made more sense. But it worked out decently for him and he did convert after becoming a father, perhaps it wouldn't have happened with another woman.
JD is making a political statement. He is saying we have obligations towards kin but he has failed in such obligations as evident towards his disdain for whites and white culture by his book, Hillbilly Elegy, and for marrying outside the race/culture

I don't know what he wrote in his book, but the ordo amoris seem to be about closeness rather than blood. If I get to know a foreign woman and grow closer to her than I am to other white women, of course I'd rather marry her. At the same time, I may feel closer to women here than I am to random foreign women living abroad.
It's a manifesto more than a book, really. And within it you can see why he married as he did and it wasn't just a coincidence
