It's nothing to do with power but the portrayal Akainu got at MF.

First, he's the one who killed Ace. Not just killed him, but put a donut hole right in front of Luffy and mentally broke him.

Second, a big massive scar on Luffy's chest.


Akainu is the only character in the series so far who gave permanent scars - physical/emotional/psychological to Luffy.

Oda wouldn't have gone to such lengths with Akainu if Oda isn't planning to have him fight with Luffy.
