Why would he just use his fire to burn Luffy? How would that help at all what they were trying to accomplish in that scene?
Also your second paragraph makes no sense. Your claims so far:
- Sanji didn't touch Luffy physically or he would have burnt Bonney.
- Sanji only used fire and burnt Luffy's massive body all over.
- The reason why Sanji didn't burn Bonney despite burning Luffy all over is that he's pysically incapable of hurting a girl... which invalidates my first claim.

Sanjis fire burns Luffy, burn marks show up on Luffys body, but Sanji never kicks Luffy cause in doing so it would ignite Luffy burning Franky and Bonney just like Hells Memories has always done.
Sanji doesn’t burn Bonney because Sanjis flames never touch Bonney, they just touch Luffy. And no Sanji wasn’t holding himself back, he was doing everything he physically could at that moment.
