I dont think Rayleigh and Gaban and Roger are dead equals I think the correct translation will be comparable,etc. So it would be Luffy>= Zoro >= Sanji. Basically if Luffy is 100 then Zoro is 99 and Sanji is 98 or something.

That is called headcanon, you are doing what @grey matter was doing. If they are called equal then they are equal unless we get new info comparing them and ranking one over the other.
