However this doesn't check out since Rayleigh has also been in hiding but the moment his name is even mentioned people all of the onepiece verse knows it

I do not share the hate, I find Gaban cool for now.

He would lose to Rayleigh if they ever fought, so I don't take the "equals" at face value, but he will be a monster.
